Internal Affairs is the operating trade name of Johnson Investigations Inc.

Internal Affairs was incorporated in the Province of Ontario, Canada on March 1, 2002.

Internal Affairs provided private investigation services to local, national and international clients.

NOTE:

THE OWNER OF INTERNAL AFFAIRS HAS CHOSEN VOLUNTARILY NOT TO RENEW THE PRIVATE INVESTIGATION LICENCE FOR THIS AGENCY FOLLOWING NEARLY FOUR (4) YEARS OF INCOMPETENT AND POLITICALLY DRIVEN INVESTIGATION BY THE PRIVATE SECURITY AND INVESTIGATORS BRANCH (P.S.I.S.B.) OF THE MINISTRY OF PUBLIC SAFETY AND CORRECTIONAL SERVICES AND THE ONTARIO PROVINCIAL POLICE (O.P.P.), A CONTRIVED, BASELESS AND FAILED LICENCE REVOCATION HEARING CONDUCTED BY THE P.S.I.S.B.  AND, LATER, THE VINDICTIVE AND MERITLESS  INITIATION OF SEVERAL UTTERLY GROUNDLESS FRAUD CHARGES BY THE ONTARIO PROVINCIAL POLICE (O.P.P.) FOLLOWING THE FALSE COMPLAINT OF ERIC GORDON CUNNINGHAM, A FORMER LIBERAL MEMBER OF PROVINCIAL PARLIAMENT (M.P.P.) FOR THE PROVINCE OF ONTARIO, WHO ATTEMPTED TO DEFLECT ATTENTION FROM THE ENTERPRISE CRIMINALITY AND  OFFSHORE MONEY LAUNDERING ACTIVITY OF HIMSELF AND HIS POLITICAL CRONIES.

THE LICENSING OF PRIVATE INVESTIGATION AGENCIES AND PRIVATE INVESTIGATORS IN THE PROVINCE OF ONTARIO, CANADA AND THEIR ABILITY TO FUNCTION  HAS BEEN DEMONSTRATED TO BE LARGELY SUBJECT TO THE ENTIRELY PRIVATE INTERESTS OF CERTAIN CORRUPT AND INCOMPETENT CURRENT AND FORMER POLITICIANS, GOVERNMENT OFFICIALS, INDUSTRIALISTS, SENIOR BANK EXECUTIVES, POLICE AND OTHER LACKEYS AND ENABLERS WHO ACT CO-OPERATIVELY TO TERMINATE THE ACTIVITIES OF AGENCIES AND INVESTIGATORS THAT CAN ACCESS AND THREATEN TO DISCLOSE INFORMATION THAT MAY RESULT IN THE CRIMINAL, CIVIL, PERSONAL AND POLITICIAL LIABILITY OF THESE AND SIMILAR  INDIVIDUALS.

THE LICENSING OF AGENCIES AND INVESTIGATORS IN THE PROVINCE OF ONTARIO, CANADA  HAS BEEN DEMONSTRATED TO BE LITTLE MORE MORE THAN A DISGRACEFUL, PRETENTIOUS AND CORRUPT SHAM THAT HAS NOTHING TO DO WITH THE PUBLIC INTEREST, BUT RATHER THE SELFISH, VENAL PRIVATE INTERESTS OF CERTAIN CURRENT AND FORMER POLITICIANS AND THEIR CRONIES.

(PLEASE VISIT WEBPAGE: LICENCE REVOCATION)

THE FOLLOWING IS A COPY OF CORRESPONDENCE DIRECTED TO THE REGISTRAR OF THE PRIVATE SECURITY AND INVESTIGATIVE SERVICES BRANCH (PSISB) DATED SEPTEMBER 1, 2010.

September 1, 2010

Ms. Lisa Kool,
Registrar,
Private Security and Investigative Services Branch,
777 Bay Street, 3rd Floor,
Toronto, ON.

Dear Ms. Kool.

Re: Renewal of Agency Licence – Internal Affairs

I am providing this correspondence to formally advise you that I will not be renewing the Agency licence for Internal Affairs or my personal private investigation licence in the province of Ontario now or at any time in the future.

While you were not yet appointed Registrar when an investigation was authorized by your predecessor, Jon Herberman, and conducted by OPP officers associated with your office, you may be aware that this investigation – based as it was on a false complaint by one Eric Gordon Cunningham, a former Liberal MPP for the Province of Ontario - resulted in various allegations and a licence Revocation Hearing held in February and March of 2009 under the auspices of Richard Newburn, one of the Deputy Registrars at the time.

This Revocation Hearing failed owing to the deceit and incompetence demonstrated by the lead OPP investigator, one Mark Johnston, who provided not only false testimony but testimony replete with so many errors of fact that I – as a former criminal investigator with the Toronto Police Service – was utterly embarrassed to be both a target of and a witness to his absolutely disgraceful and unprofessional conduct, conduct that reflected upon and epitomized the essential nature of the entire ‘investigation’. (Please visit: www.internalaffairs.ca and click on webpage: Licence Revocation)

Later, less than two weeks after Johnston’s testimony was impugned, the OPP Anti-Rackets Branch curiously saw fit to initiate numerous (groundless) fraud charges in relation to both myself and my wife with respect to various disputed financial reports that had been requested by various clients after information was referred to them by the OPP office associated with the PSISB.

These charges have not yet been heard but I have no hesitation in advising you that there is no truth or substance to these allegations whatsoever and the baseless nature of these matters will be demonstrated in due course at the appropriate time.

These charges were contrived by inexperienced and incompetent police investigators and others, supported by complicit, self-serving ‘complainants’ and, without doubt, at the behest of various influential individuals - including Eric Cunningham - to divert attention away from their own questionable financial activities and to avoid criminal, civil, political and personal liability.

They did this by attempting to marginalize, criminalize and financially destroy the investigators – my wife and I – because of the discovery and disclosure of hidden, offshore corporate and financial information about them, information that had been requested, initially, by the lawyer representing Eric Cunningham’s estranged wife, one Joan Montgomery, for the purpose of a matrimonial proceeding involving Eric Cunningham as the defendant. Unexpected additional information, however, was also revealed.

There may be some within the PSISB and the OPP who feel that the non-renewal of the Internal Affairs agency as well as my personal private investigation licence represents some form of victory.

It does not.

The conduct of the former Registrar and others within the PSISB and the mindless, corrupt and incompetent behaviour of certain OPP officers and others with respect to my case has rendered the licensing process an absolute farce, serving not the public interest, but rather the selfish private interests of various former and current politicians, industrialists, bank officials, police officers, and other venal cronies and enablers.

In this regard, we invite you to visit the following website (blog): http://sites.google.com/site/sooperstarcorp/home

It should be noted that many of the individuals identified within this website are well-known current and former elected members of the federal and Ontario provincial Liberal parties and governments associated with them.

The conduct of the former Registrar and others succumbing to the improper political influence of current and former politicians as well as other wealthy and connected individuals clearly demonstrates an absolute lack of commitment to the private investigation sector, the investigation process and the truth in Ontario.

In short, the licence issued by your office has, for me, no value whatsoever given the clear and utter disregard demonstrated by the politically and corruptly influenced investigation, Revocation Hearing and criminal charge process undertaken with respect to Internal Affairs and myself personally, a process that has been manipulated and co-opted by individuals who have seen fit to use various government resources and connections to hide their own questionable activity.

After all, if the licensing system can be so easily co-opted by the private and corrupt interests of current and former politicians, corporate directors, banking executives, judicial officials, senior law enforcement officers and their broad network of other cronies as it was in my case, the same thing can happen to any other investigator or agency that may be perceived as a threat to the selfish and venal interests of other similarly corrupt individuals in the future.

So, while Internal Affairs – also known as Johnson Investigations Inc. – may no longer be licensed to do business in Ontario, Internal Affairs will continue to lawfully operate from another less restrictive jurisdiction and will continue to service the needs of those in Ontario, the rest of Canada and elsewhere who choose to contact Internal Affairs for various necessary services and kinds of information that is otherwise not available in Ontario, Canada and elsewhere.

After all, at least a client does not require a licence and can go where he or she pleases via the telephone, email, the internet and Skype to obtain the information they need to protect their own personal and corporate interests, interests that are not protected and information that is not accessible pursuant to existing privacy or freedom of information legislation.

As Canadian academic Marshall McLuhan once noted, the world is truly a ‘global village’. Those who seek to control and muzzle the investigative process and the truth and attempt to hide – corruptly or otherwise - behind convenient privacy, corporate and banking legislation would do well to understand and appreciate this observation.

Yours very truly,

Cullen Johnson,
President,
Internal Affairs.
