![]() ![]() LOCATE AND ‘SKIP-TRACE’ SERVICES Locate and so-called ‘skip-trace’ services are frequently requested and routinely provided by Internal Affairs. These requests are made for a wide variety of reasons, including family reconciliation, re-connecting with former schoolmates, the finding of beneficiaries to settle estate or insurance issues, re-establishing a connection to a former ‘sweetheart’, finding the whereabouts of witnesses in civil and criminal matters, confirming the existence and location of former clients, business partners and employees, locating the biological parent(s) (birth mothers and fathers) in adoption situations, finding the owners of property located in foreign jurisdictions, locating the ‘next-of-kin’ of the deceased owner(s) of property following a ‘power-of-sale’, establishing the current address of debtors and, generally, for the purpose of litigation support to enable the service of legal documents necessary to begin legal proceedings. The term ‘skip-trace’ is simply a phrase that indicates a specific type of locate request, normally by a creditor seeking to establish the current residential and/or employment address of a individual who owes that creditor money for goods or services whether pursuant to a Small Claims or other Court Judgement or otherwise. This term is often used by or in conjunction with a Collection Agency to describe someone who has ‘skipped out’ on a financial obligation, can no longer be found at last known addresses, and must now be ‘traced’ (located) at their new and current place of residence or employment. A ‘skip-trace’ is simply a specific kind of locate request and really is no different from any other type of similar locate service. Internal Affairs employs a wide variety of methods to successfully locate individuals regardless of the reason the location of is requested, including accessing public and commercial databases, internet resources, pretext telephone contacts and, in rare circumstances, physical surveillance. Internal Affairs will not knowingly provide information to requestors seeking to locate individuals for reasons that appear to have no ‘bona fide’ purpose or if it is apparent or likely that the provision of locate information may result in personal physical harm to or the ‘harassment’ of any person. Because Internal Affairs must respect the privacy of individuals with respect to situations involving personal, relationship or family situations not related to debt collection, Internal Affairs normally will contact the individual once he or she is located and obtain their consent to provide address and other contact information to a requestor. Locate requests are usually successfully resolved often in less than one or two days. On rare occasions, however, a longer period of time sometimes extending to several weeks or months may be required to obtain the information requested. Most locate requests are successfully resolved for a modest fee ranging from $100.00 to $500.00 although, in rare circumstances, involving multiple jurisdictions, very old information and/or the need to access numerous commercial databases, the investment required may exceed the amounts noted above owing to both the time and expenses incurred in conducting the location investigation.
